Anglo-Irish statesman. Elected to the British Parliament in 1892, he opposed the third Home Rule Bill (1912) and organized a private army of Ulster Volunteers, threatening that Ulster would set up a separate provisional government if the Bill proceeded. In 1914 he reluctantly agreed to Home Rule for southern Ireland but insisted that Northern Ireland, including the predominantly Catholic counties of Tyrone and Fermanagh, should remain under the British crown.
