1 An area of education and training concerned with vocational qualifications and usually assessed and accredited through National Vocational Qualifications. The term is reflected in current terminology for further education (FE) and work‐based training, which is often referred to collectively as the ‘learning and skills sector’. The Foster Report (2005) defined the role of FE colleges as that of skills training. This understanding of the term derives from the classification of learning into three domains, based on Bloom's Taxonomy: the cognitive, the affective, and the psychomotor, of which the latter is concerned with the acquisition of physical or practical skills.

2 Skills need not be defined so narrowly, however. For example, one may apply skill to thinking (the cognitive domain) and to the sensitive handling of another's feelings (affective domain). See also knowledge.
