US lawyer and director of the FBI (1924–72). Beginning his term of office with the fight against organized crime in the 1920s and 1930s, he went on to be instrumental in reorganizing the FBI into an efficient, scientific law-enforcement agency. However, he came under criticism for the organization's role during the McCarthy era and for its reactionary political stance in the 1960s.
