US Republican statesman and international lawyer. He was adviser to the US delegation at the conference which set up the United Nations in 1945 and negotiated the Peace Treaty with Japan in 1951. As Secretary of State under President Eisenhower (1953–59) he strove to improve the position of the USA in the Cold War, to which end he strengthened NATO and urged that the USA should stockpile nuclear arms as a deterrent against Soviet aggression.
