Entitled 14–19 Curriculum and Qualification Reform: Final Report of the Working Group on 14–19 Reform (Department for Education and Skills, 2004), the Report of the group led by Sir Mike Tomlinson was instrumental in the introduction of the 14–19 Diploma. It suggested that such a diploma should be introduced over a ten‐year period from 2005 and should eventually replace all existing public examinations at National Qualifications Framework levels 2 and 3, including the General Certificate of Secondary Education, General Certificate of Education Advanced Levels, and equivalent vocational qualifications. Other radical reforms recommended in the Report included the replacement of all coursework by one extended project undertaken by each pupil in Key Stage 4, and a substantial reduction in the number of examinations which pupils are required to take. It was also influential in the introduction of the personalized curriculum, suggesting that pupils should be encouraged to progress at their own rate rather than be constrained to progress in cohorts organized according to age group.
