Any persons, such as step-parents or foster parents, who are not biological or adoptive parents but who take care of children and are otherwise interested in their upbringing. Such persons do not have parental responsibility simply by virtue of looking after a child, although they may acquire it by a court order. In the absence of such an order, the social parent has limited powers, and can only do what is possible in all the circumstances to safeguard and promote the child's welfare.
