A Royal Commission set up by the Canadian government to investigate the evolution of the relationship between national government and the provinces since the creation of Canada in 1867. Named after its successive chairmen, it convened in 1937–40 and recommended a shift of taxation from provincial to national government, in order to reduce imbalances between the provinces: social welfare should become a national matter, while richer provinces should provide support for their poorer neighbours. The commission's report proved the framework for subsequent federal–provincial relations as many recommendations were gradually realized, culminating in the patriation of the Canadian Constitution in 1982.
