(LMS)

A reform introduced in 1988 by the Education Reform Act, which delegated financial responsibility and budgetary control of individual schools from the local authority to the schools themselves. Part of its purpose was to introduce market competition between schools in the belief that this would drive up standards of achievement and provision more effectively than the system of strategic planning operated until that time by local authorities. The reform had far‐reaching effects, particularly on the role and responsibilities of the head teacher, who now became responsible for balancing a substantial budget and for developing an effective marketing strategy, as well as for providing leadership on curricular and pedagogic issues.
