A proposal under the United Nations Framework Convention on Climate Change that was adopted in 1995 and was designed to make reductions of greenhouse gas emissions mandatory. Under the Framework Convention, developed countries pledged to take measures designed to return their greenhouse gas emissions to 1990 levels by the year 2000. The Berlin Mandate established a process that would enable countries to take appropriate action for the period beyond 2000, including a strengthening of developed country commitments, through the adoption of the Kyoto Protocol in 1997.
