A population registration system used by China’s authorities in an attempt to control *internal migration. Codified in 1958, it specifies for each individual whether they are an agricultural or non-agricultural worker, and their local authority of residence. Permission to change from one category to another is difficult to obtain. As a result, there may be 150 million migrants living in China’s cities without legal rights to be there, a so-called ‘floating population’.... ...
